A closed meeting of the Lakeside Village Association was held at Aurora Exhibit Solutions, 929 Eastwind Dr. Trustees in attendance: Harry Acosta, Paul Gelfer, Philip Lee, Deb Rudy, Sandra Trask-Tyler and Trustee Emeritus Bob Place; Treasurer Donovan McKinley.   Trustee absent: Barbara Kocab.

Meeting called to order at 4:08 P.M.

III. Minutes Approval 

A. June 10, 2024 minutes - A MOTION was made by Trustee Paul Gelfer to approve the June 10, 2024 minutes and the MOTION WAS SECONDED by Trustee Harry Acosta. The MOTION PASSED unanimously by all trustees present.June

ACTION ITEM: Secretary Barbara Kocab will make changes to the July 8, 2024 meeting minutes and send to trustees for approval.

IV. Financial Report – Treasurer Donovan McKinney 

A. Treasurer Donovan McKinney shared that all residents have paid their annual dues.   Our dues income for this year was an additional $100.00 due to paid late fees. The current Operating and Capital Expenditures were shared.

1. A question was asked regarding website costs yet to be paid.
ACTION ITEM: Trustee Deb Rudy will contact Terry Cowans regarding current website charges.

2. Life rings have been ordered and expected to be arriving on August 11th. Payment will be reimbursed once the order has been received. ACTION ITEM: Trustee Harry Acost will let the board members know when the life rings arrive.

V.      Issues and Reports on Old Business

A.Committees

1. Lake  

a. Discussion regarding primrose removal at north and south ends of lake. ACTION ITEM: Trustee Paul Gelfer will determine a date for the primrose removal.

b. Discussion regarding the amount of muck in the lake. ACTION ITEM: All Trustees should look at the type/amount of muck at the northwest end of the lake. ACTION ITEM: Trustees Gelfer, Trask-Tyler and Lee will go out on the lake and measure the amount of water and muck in specific areas on the lake. ACTION ITEM: Trustee Paul Gelfer will research prices for a depth finder.

c. Lake fountains continue to need cleaning on a weekly or bi-weekly basis. ACTION ITEM: Trustee Gelfer will show Trustee Acosta how to clean the fountains.

d. Aqua Doc

1. No current lake testing results are available.

2. Weed spraying all around the lake would be approx. $800.00. To spray weeds at the north end of the rip rap and along the east side and south pond would be $490.00. The west side rip rap has very few weeds and spraying isn’t needed. A MOTION was made by Trustee Deb Rudy to approve the $490.00 contract with Aqua Doc to spray weeds at the north and east side of the lake and the south pond and the MOTION WAS SECONDED by Trustee Harry Acosta. The MOTION PASSED unanimously by all trustees present. ACTION ITEM: Trustee Deb Rudy will work with Aqua Doc on which weeds should be sprayed.

3. Fountain cleaning contract with Aqua Doc would be a 6 month contract for $510.00.  All fountains would be cleaned 1x a month for a monthly cost of $85.00.  Since the contract would not be for this season, it was decided we would revisit and discuss for next year. 

e. Lamp Posts Columbus Coating will be coming back with a new estimate for the installation of the lamp posts and it should be less than the original. This will be scheduled for completion in August.  Trustee Paul Gelfer will be purchasing the supplies to paint the lamp posts prior to installation for a cost of $76.00.  Posts will include electrical outlets on every lamp post on the east side. The mid aerator will be moved from the west side outlet to an east side outlet.  A MOTION was made by Trustee Deb Rudy to purchase paint supplies for the lamp posts for $76.00 and the MOTION WAS SECONDED by Trustee Harry Acosta. The MOTION PASSED unanimously by all trustees present. ACTION ITEM: Trustee Paul Gelfer will purchase paint supplies and paint the new lamp posts. 

f. Algae has been collecting in the spillway. LFA is not doing water treatment in the lagoon this year. Trustee Deb Rudy reported that she spoke with Joyce Dale from LFA landscaping committee, and they will add copper sulfate treatments into their budget for next year.

2. Landscape

a. An estimate has been received for the pine tree removal on the east side of the lake in back of the 381 Birchwood Lane residence. The price may be cheaper if its removed at the same time that LFA does their tree trimming/removal. ACTION ITEM: Trustee Deb Rudy will check on the cost.

b. Dead Tree in Cherrington Property- Trustee Deb Rudy shared a second proposed letter to be sent to the 427 Cherrington Road property owners regarding the dead tree along the east side of LVA property. A MOTION was made by Trustee Deb Rudy to send the second letter to the property owners of 427 Cherrington Road and the MOTION WAS SECONDED by Trustee Phil Lee. The MOTION PASSED unanimously by all trustees present.

c. Fall clean up  ACTION ITEM: Fall cleaning date will be determined in September.

d. Low hanging tree branches on east side between 377-375 Birchwood are no longer hanging low and not identified as a problem at this time.

e. Pine tree on causeway noted as dead by a resident is still alive. Dead branches were removed.

B. Storage of LVA Records
Harry is continuing to archive LVA minutes and documents,
ACTION ITEM: Harry will contact Terry Cowans about website storage.

C. All geese deterrents on the docks have been removed.

D. Corporate Transparency Act Compliance- Kaman and Cusimano will create a format for board members to submit their personal information for the Corporate Transparency Act.  It will be populated in August.

E. The No Trespassing sign post needs to be painted. ACTION ITEM: Trustee Paul Gelfer will paint the No Trespassing sign posts.

VI. New Business

A. Trustee Paul Gelfer will be reimbursed for the purchase of the light bulbs from the amount approved for lamp posts.

B. Lights on the lamp post just east of the south bridge have a very dim light. ACTION ITEM: Trustee Deb Rudy will ask resident Dennis Lahman if he would replace the light bulbs with new provided ones that match the other light bulbs in the posts.

C. Boat cleats are needed on some of the docks, especially dock #10. ACTION ITEM: Trustee Harry Acosta will get a quote for cleats, how many are needed and the cost.

VII. Adjournment

A MOTION was made to adjourn the meeting by Trustee Harry Acosta and the MOTION WAS SECONDED by Trustee Paul Gelfer. The MOTION PASSED unanimously by all trustees present.

Dear Josh and Kristen,

We are writing to bring your attention again to safety issues with the two trees on your property, believed to be willows. They are located near the boundary between our properties behind 366/370 Allview road. They are dead or dying and more branches broke off this year on 6/18/24. It again took time and effort to remove the debris from the path that runs through there, and fortunately, no one was walking on the path when these tree limbs fell. We remain concerned about the safety of these trees and cost of cleanup, and we request that you remove the top dead limbs before someone gets hurt. We are fine with leaving the dead bottom portion of the trees for animal habitat use.

II. Call to Order at 6:05pm

III. Issues and Reposts on Old Business

A. Committees

  1. Lake Committee

    a.. Algae and Fountain Cleaning: Fountains are clogging every 3-4 days. Trustee Paul
    Gelfer with Chris Welch are cleaning the fountains. Trustee Harry Acosta will clean the fountains when Paul Gelfer is unavailable.

    b. East Lamp Post Sensors: All sensors were replaced and are working.

    c. LED Bulbs: Dimmable LED bulbs are recommended for the lake lights due to longevity of the bulbs. 

    d. Lake Testing: Water testing has been done. Phosphorous, oxygenation, nitrate, and
    nitrite levels have not changed. The sediment will be tested soon. 

    e. Weed Spraying on Riprap: President Deb Rudy asked Aqua Doc to spray the weeds in the riprap, with an herbicide that is safe for the lake. 

    f. Eastside Lamp Post Replacement: The board approved an estimate from Columbus
    Coated to replace the lampposts. Columbus Coated will meet with President Deb Rudy and Trustee Paul Gelfer to finalize and schedule the project. 

    g. LFA Lagoon Treatment: This year LFA is not doing algae treatment in the lagoon. LVA
    continues getting Copper Sulfate treatments from Aqua Doc. There are two treatments, a quicker treatment in fair weather and a slower release treatment if there is rain in the forecast. 

  2. Landscape Committee

    a. Actions by the committee: Cut grasses at Dock 8 and on the causeway, moving gravel where needed along the towpath, beautifying the north hill area, weeding the riprap, and finding a way to manage the lake primrose.
    ACTION ITEM: Trustee Paul Gelfer will organize the primrose removal. 

    b. Amurs: 20 amurs were introduced to the lake on July 3, 2024. Ten were purchased by LVA costing $171.60. The other ten amurs were donated by Rocky and Judy Reuter. Thank you Rocky and Judy. 

    c. WinnScapes: President Deb Rudy contacted WinnScapes concerning the weeds on the towpaths. Path A and the area around the LFA sports court had many weeds and no sign of spraying. President Rudy wanted to confirm that weed spraying was occurring in those areas. A new manager has been assigned to our property and was not aware of the issue. He confirmed that he would get those areas sprayed. 

    d. Fountains: President Deb Rudy contacted Aqua Doc concerning the mid fountain. LVA pays for fountain maintenance in advance. LVA is seeking an adjustment to the 2024- 2025 contract. 

    e. Pine Tree at 381 Birchwood: There is a dead pine tree in this area that is on LVA property. President Deb Rudy contacted Charter Oaks for an estimate. The estimate for the tree removal was $430.00. 

  3. Social Committee

    a . The annual LVA picnic is scheduled for Saturday, July 27, 6:00pm, at the LFA Gazebo. ACTION ITEM: Trustee Barbara Kocab will send an evite to all residents by July 13.

B. Corporate Transparency 

All HOA Board members are required to file their names and a copy of their Driver’s License to a government entity. Kaiman and Cusimano will file our information for a fee of $255.00. (please confirm). We need to have the information filed by November 30, 2024.
ACTION ITEM: President Deb Rudy will schedule the information collection with Kaiman and Cusimano.
A MOTION was made by Trustee Barbara Kocab and SECONDED by Trustee Phil Lee to
approve the Kaiman and Cusimano fee. The MOTION PASSED unanimously. 

C. No Trespassing Sign

President Deb Rudy has acquired a temporary “No Trespassing” sign. President Deb Rudy and LFA President Rocky Reuter discussed the placement of the sign. The sign will be placed by the LFA sports court. Residents are encouraged to help deter non-residents from fishing on the lake.

D. LVA Record storage

Trustee Harry Acosta is in the process of digitizing and archiving the LVA records. The goal is to make the records searchable and available. This is the beginning stages of the project.

IV. New Business

A resident raised questions about the dead pine tree at 381 Birchwood — Is the tree on LFA or LVA property?

Could the dead pine on the causeway be removed at the same time as the Birchwood tree? Would LVA consider replacing the trees?

President Deb Rudy answered by explaining that we use an Auditor’s map to distinguish between LFA and LVA property and the tree is definitely on LVA property. Also, LVA will not be replacing the trees because LVA is attempting to mitigate the amount of debris in the lake.
ACTION ITEM: President Deb Rudy will get an estimate for removing the pine on the causeway.

A. Community Update
Discussion about LVA activities for the LVA update letter to the residents. Suggestions included the
following information.

    1. Life Rings: Four rings, ropes, and hooks were purchased. The installation is scheduled for July 12, 2024.

    2. A reminder to residents that all children under the age of 10 must wear a life jacket when they are on the lake. 

    3. Docks 5 & 13: Give reason for removal and the continued attempts at geese determent. 

    4. The letter will be sent by July 10, 2024. 

B. Letter to Resident at 427 Cherrington Rd.

A second letter has been written to address a safety issue with two trees that are on the Cherrington property but could fall and cause injury on LVA property. Kaiman and Cusimano were consulted, and they advised on the nature of the letter. The revised letter will be sent as soon as possible.

C. Discussion with Electric Connection

Trustee Phil Lee contacted Electric Connection and discussed the wiring proposed for the westside lampposts. After discussing the wiring, Trustee Lee felt that their solution would work for LVA. 

D. Electric for Mid-lake Aerator

Proposal to move the mid-lake aerator to an east side light post. Trustee Paul Gelfer consulted with Joe Cousins about moving the electric from the westside to the east side. Trustee Paul Gelfer explained that the electric could run off a lamp post and the wires would be laid in a trench. Running the wires to the aerator in lead-lined tubing would be a good solution. ACTION ITEM: Trustee Paul Gelfer will price the lead-lined tubing. 

E. Residenceat334LakesideDr.

The deck on the house is sagging and needs replaced. Joe Cousins offered to contact the resident to discuss the situation. 

F. Dredging the North end of the Lake

Trustee Paul Gelfer acquired estimates to dredge the north end of the lake. The estimate that seemed most attainable was from Ohio Dredging with an estimate of $19,000.00. Questions were raised about the process.
ACTION ITEM: Trustee Paul Gelfer will get new lake depths and contact the company with the following concerns: 

    1. Will there be a fish kill? 

    2. How much will the lake water level go down with the dredging? 

    3. Will the lake be de-oxygenated 

    4. What will happen if they put a hole in the bottom of the lake?

      ACTION ITEM: Trustee Harry Acosta will search the archived records for information pertaining to the lining of the bottom of the lake.

G. Minutes

ACTION ITEM: Trustee Barbara Kocab will get changes from the June 10th meeting from President Deb Rudy. Once the changes are made to the June 10th minutes, they will be resent. Sandra Trask Tyler will resend minutes from June 24 meeting. Minutes will be voted on at the next LVA meeting.

Those who were helping to release the new Amur in the lake wanted to know when the first ones were stocked in the lake.

From the 1989 LVA Newsletter it was April 1989 for $160 - 16 amur were released.

WILD KINGDOM

In other business, the Board agreed to the expenditure of $160.00 for the purchase of 16 "grass eating" (white amur) fish. These fish were released into the lake on April 22nd and, hopefully, this will resolve the lake's algae problems without resorting to the expensive chemical treatments that have been necessary in the past. Bill Nutter, who acquired the fish, informs us that they get to be as large as 40 to 50

inches. However, as they are sterile, there is no need to be concerned that they will overrun the lake. To those of you who are anglers, be advised that these fish will occasionally hit on a line. If this happens, please do not try to land the fish as it can be injured or killed in the process. Instead, cut your line as close to the hook as possible and let the fish get the hook out on its own.

III. Minutes Approval – June 10

A. Minutes will be approved at the next board meeting. ACTION ITEM: Secretary Barbara Kocab will make changes to Jun 10,,2024 meeting minutes and they will be approved at the next board meeting

IV: Financial Report – Treasurer Donovan McKinney

A. One residence has not paid the annual dues. Donovan McKinney has made contact with the resident at 358 Allview Road regarding the outstanding balance.

B. Treasurer Donovan McKinney reviewed the operating and capital budgets and discussed line items. Will update categories to reflect purchases and the addition/modification for a landscaping line item.

  1. Trustee Deb Rudy asked about billing for weeding. It didn’t look like path A or the north path had been sprayed until the end of last week with Deb’s observation. There was no mowing the week of June 21, 2024.
    ACTION ITEM: Trustee Deb Rudy will be meeting on June 27 with Winnscapes to go over the areas to be sprayed for weeds and provide a new spray map.

  2. Discussion regarding a cost adjustment to the Aqua Doc contract for fountain maintenance since we only have 3 fountains now. ACTION ITEM: Trustee Deb Rudy will contact Aqua Doc regarding a bill adjustment for the decrease in fountains to be cleaned and stored.

V. Issues and Reports on Old Business

A. Committees

1. Lake  

a. Electric Connection – On 6-17-24, the board members approved with 100% approval by email the cost to replace the broken main light sensor on the west side.A MOTION was made by Trustee Deb Rudy to ratify this decision to approve the cost to replace the main light sensor into the meeting minutes and the MOTION WAS SECONDED by Trustee Phil Lee. The MOTION PASSED unanimously by all trustees present. A MOTION was made by Trustee Deb Rudy to pay the final bill of $199.00 to Electric Connection for main light sensor replacement. MOTION WAS SECONDED by Trustee Phil Lee. The MOTION PASSED unanimously by all trustees present. Discussion regarding west side light bulbs and sensors.  It was reported the lights out on the west side were replaced. Trustee Paul Gelfer bought 24 dimmable LED light bulbs for future replacement. Should individual sensors be placed on each of the 10 west side light bulbs or up to where the middle aerator is connected to the post? ACTION ITEM: Trustee Phil Lee will call Assad from the Electric Connection and inquire about the best ways to place new sensors on west side posts.

b. Lake Testing – Trustee Deb Rudy has requested lake testing results from Aqua Doc and is waiting for them to be provided.

c. 4 The Kingdom – On 4-25-24, the board approved by email with 100% approval to increase the cost of bridge repairs from $650 to $700 due to unexpected wood rot found on the north bridge. A MOTION was made by Trustee Phil Lee to ratify this decision to approve the cost increase for bridge repairs to $700 into the meeting minutes and the MOTION WAS SECONDED by Trustee Deb Rudy. The MOTION PASSED unanimously by all trustees present.

d. ACTION ITEM: Trustee Deb Rudy will contact LFA again to ask if they are treating the lagoon with copper sulfate as they had not signed the Aqua Doc contract when asked before.

2. Landscape

a. Eugene Braig - Trustee Sandra Trask-Tyler shared notes that were taken with the landscape committee lake walk with Eugene Braig. The notes will be attached to the meeting minutes and available on the LVA website.

b. The committee has trimmed dead tree branches off the pine tree on causeway, cleaned out the spillway and cut back some of the tall grass along the causeway path.

c. The committee will continue to work on beautifying the lake and the lake area and invite other neighbors to help. ACTION ITEM: Trustee Deb Rudy will ask Winnscapes if they would consider hand dredging the north end of the lake and if so, provide an estimate. ACTION ITEM: Trustee Paul Gelfer will look into the possibility of someone/company dredging the north end of the lake.

d. Amurs – The purchase of 20 amurs was put on hold due to the weather heat advisory and need for consultation with Aqua Doc regarding the copper sulfate lake treatments. Aqua Doc said if copper sulfate was applied by the label directions it is safe for the amurs. ACTION ITEM: Trustee Sandra Trask-Tyler will contact Freshwater Farms and coordinate the purchase and transport of the amurs.

e. Tree at North Towpath – The dying willow tree on the Cherrington property along the northeast end of the tow path has dropped branches and branch debris has landed on and to the east side of the tow path.  The owner of this property received a letter from LVA in April 2023 expressing concern about this tree. ACTION ITEM: Trustee Deb Rudy will talk to Kaman and Cusimano about the tree concern.

f. Causeway Bridge- There are bare spots left by the removal of the bushes on both sides of the east end of the causeway bridge. ACTION ITEM: Trustee Sandra Trask-Tyler will work with landscape committee member Deb Rudy to pull some of the extra river rock from the spillway to cover the bare spots.

B. Lamp Posts on East Side\ —
-Trustee Paul Gelfer emailed Maintenance from LFA about assisting with replacing the sensors on the lamps post lights that aren’t working There are now 5 light sensors that are not working (Lamp posts 1,2,3,5,6). ACTION ITEM: Trustee Phil Lee will look at the no- working light sensors - There are 4 lamp posts that need to be totally replaced. ACTION ITEM: Trustee Deb Rudy will contact Columbus Coated to determine when the project can start and if estimate from last winter is still viable. Will also coordinate with LFA who is having same type of work done by same contractor.

C. LFA Drainage Issue- Report from Trustee Deb Rudy: Rocky Reuter, LFA President, said they are still working on getting a 3rd bid so there isn’t a time frame yet. Rocky also noted the LFA will fix any issues with LVA property if they should occur.

D. Siding on 382 Allview Road- A wood composite sample was shown to board members. A MOTION was made by Trustee Phil Lee to approve the wood composite to be used on 382 Allview Rd, MOTION WAS SECONDED by Trustee Paul Gelfer. The MOTION PASSED unanimously by all trustees present.

E. Life Rings – Trustee Harry Acosta ordered 4 life rings with rope attachments and ring holders for the lake.  Estimated date of arrival of the life rings is between July 2nd – August 11th, 2024.

F. Corporate Transparency Act Compliance – online seminar this week for board members, Thursday 6-27 at 3:00pm

G. Temporary No Trespassing sign – ACTION ITEM: Trustee Deb Rudy will ask LFA President Rocky Reuter where to put the sign on LFA property.

H. Storage of LVA records – Discuss of where the LVA records be stored? LFA Hard drive?  Wild Apricot? Thumb drive? Trustee Harry Acosta is coordinating getting the LVA records scanned. ACTION ITEM: Trustee Deb Rudy will talk with Trustee Harry Acosta about storage.

A. Community Letter – Trustee Deb Rudy has written a draft of a community letter and would like help in finalizing it. ACTION ITEM: Trustees Barbara Kocab and Sandra Trask-Tyler will assist with finalizing the community letter.

B. Docks – Docks # 5 and #13 have chicken wire or cords around the dock to discourage geese. Geese are not currently on the lake and the board would like the docks accessible to residents. Trustee Phil Lee noted there had been resident discussion of whether dock     number 12 would be replaced (as it had been removed due to safety reasons). The board agreed there had always been plans to replace the dock, but the time of replacement is unknown due to needing a contractor and a cost estimate to rebuild it.ACTION ITEM: Trustee Phil Lee with talk to resident regarding dock #5 and Trustee Deb Rudy will talk to resident regarding dock #13 about clearing the dock

C. LVA Picnic – LVA Picnic is July 27, 2024.
ACTION ITEM: Trustee Barbara Kocab will send out an LVA Picnic Invitation to all residents.

D. Tree Trim at 394 Allview Road- Tree trimming of a locust tree on LVA property was completed by resident without contacting board first. Some branches were in proximity to their deck.

III. Financial Report: Donovan McKinney

The new property tax bill for LVA is $357.26. Two residents have outstanding balances for the annual dues. Treasurer McKinney has contacted both by e-mail and phone. ACTION ITEM: Treasurer McKinney will deliver notes to each resident to pursue payment and late fees.

IV. Minutes

A MOTION was made by Trustee Harry Acosta and SECONDED by Trustee Phil Lee to approve the May 13, 2024, Minutes with a minor change. THE MOTION PASSED unanimously. ACTION ITEM: Trustee Barbara Kocab will resend final version of the minutes with the approved changes.

V. Issues and Reposts on Old Business

A. LFA Drainage
Concerns were expressed about the LFA drainage pipe project. The issue is the abandoned drainage pipe to the lake. When the old pipe is abandoned could it collapse or cause any other problem in the south lake area. ACTION ITEM: President Deb Rudy will discuss the issue with LFA President Rocky Reuter. The LVA Board will give final approval following resolution of abandoned pipe.

B. 382 Allview Exterior Paint Color
The proposed paint color for 382 Allview was approved at the May 13 board meeting.

C. 383 Hickory Tree Planting:
The resident approached LVA about planting a tree on their property. It is an LFA issue not LVA.

D. Lake Life Rings:
Trustee Harry Acosta researched life rings comparing a 20” ring and a 23” ring. Discussion concluded that the 20” USCG Approved Ring Buoy ($83.83) and 50ft. rope heaving line and hanging hook ($20.99) will work best for the lake. A MOTION was made by Trustee Barbara Kocab and SECONDED by Trustee Harry Acosta to approve the purchase of four (4) sets of ring buoys, ropes, and hooks. The MOTION PASSED unanimously.

E. Fishing on the Lake and Wrist Bands:
Discussion concerning the number of people fishing on the lake who may be or may not be residents. LVA wants to encourage residents to approach people fishing on the lake and ask them to leave if they are not residents. Ideas to deter non-residents from fishing on the lake include providing wristbands to LVA Members to wear while fishing or post signs that warn of a fine for trespassing and fishing. LVA will revisit at a later meeting.

F. Amurs:
Water testing shows that the water is good for adding Amurs. The fish will be 10”-16” long transported in boxes. Trustees Sandra Trask Tyler and Phil Lee will pick up the fish in Urbana and place them in the lake. The fish need to be placed in two different parts of the lake. LVA Will be purchasing 10 fish and Rocky and Judy Reuter will be gifting 10 fish. ACTION ITEM: President Deb Rudy will contact the fishery to get the total price for the 20 fish. ACTION ITEM: Trustees Sandra Trask Tyler and Phil Lee will pick up the fish and deliver them to the lake.

G. Lake Signage:
Discussion about placing temporary “No Trespassing” and “No Fishing” signs at the LFA tennis court. ACTION ITEM: President Deb Rudy will purchase temporary signs. For replacement signage an estimate for new signposts cost is $225.00/sign. Sign replacement would cost $60-$100 per sign. Schrock Road sign needs to be cleaned.

H. Committee Reports

  1. Landscape Committee: Members of the Landscape Committee are Linda Bluvestein, Anna Lee, Carol Miller, Deb Rudy, and Sandra Trask Tyler.

    The committee purchased an Adirondak chair and pea gravel for the north end of the lake. Hostas have been planted in the triangle garden at the south end of the lake. The committee cleared the spillway of plant growth and will continue to monitor the spillway. Carol Miller cleans up sticks around the lake each week.

    The committee is monitoring the lake plants planted by the committee. Carol Miller is researching water plants that would be appropriate for our lake.

    Water Primrose is growing abundantly in the lake. The committee is thinning the growth when needed.

    President Deb Rudy has contacted Dr. Bragg to inquire about the proper plants for our lake.

    Turtles are in the lake. Resident Dennis Lahman has offered to build a “Turtle Raft” to place in the lake. The goal is to keep the turtles from camping on the fountains.

    WinnScapes has mowed each week. The towpath was sprayed for weeds on May 7.. Weeds persist and we don’t know if WinnScapes sprayed the paths off the towpath.

    ACTION ITEM: President Deb Rudy will contact WinnScapes to clarify what they have sprayed.

  2. Welcome Committee:
    No new residents to welcome

  3. Social Committee:

    The LVA Annual picnic is scheduled for Saturday, July 27 at 6:00pm. The rain date is Sunday, July 28, at 6:00pm. The picnic will be held at the LFA gazebo/pool.

4. Lake Committee:

A. Fountains:
Middle lake fountain is broken. It cannot be repaired and needs replacing. Aqua Doc gave an estimate for fountain replacement. The fountain replacement would be for a more efficient fountain, easier to service, only needing 240 volts, is able to be wired to the electric box, and carries a 5-year warranty. Total cost: $7493.00 Question: Can LVA put a down payment on the fountain to hold it at the 2024 price but not purchase it until 2025.

North fountain cleaned and running.

B. Lake Muck:
The muck level needs to be measured. The measurement will determine if we need to purchase muck pellets sooner than later.

C. Subsurface Aerators:
Treasurer Donovan McKinney asked if they are working. If they are will LVA be purchasing an aerator for the south lagoon.

D. Lake Electricity/Boxes
The north electric box needs a new EPD. Discussion about the wiring on the westside lamp posts, series vs. parallel circuits, since some are on continuously. Estimate from The Electric Connection for $694.00 to repair westside lights.
ACTION ITEM: Trustee Phil Lee will discuss and clarify the proposed wiring with Asad at The Electric Connection.

Concerning light sensors, The Electric Connection says it is more efficient to run sensors on each post so that the power runs continuously to the subsurface aerators and the lights are illuminated by sensors.

Discussion about eastside light sensors.

Past Eastside light post discussion

June 2023- east side light posts needed repair were identified.

July 2023- $500.00 approved by the board for materials to repair the eastside
light posts.

September 2023- The Board approved purchasing light sensors from Joe
Cousins.

I. Quorum Established

II. Call To Order
Meeting Called to order at 6:03 P.M.
Trustees in attendance: Harry Acosta, Paul Gelfer, Barbara Kocab, Phil Lee, Deb Rudy, Sandra Trask Tyler, and Treasurer Donovan McKinney.

III. LFA President Rocky Reuter Presentation Concerning Redirecting Water Drainage Rocky Reuter’s presentation concerned the water drainage from the LFA front gate to 397 Hickory. LFA has a French drain at 399 Hickory, that has been overwhelmed by the rains this spring. The drain has a catch basin and a pipe that connects to the lake. LFA is proposing that the pipe direction be changed and direct the water to the south lagoon. To change the pipe, LFA would need approval from LVA to place the new pipe on LVA common property. Mr. Reuter will provide the Power Point presentation to anyone who would like to view it. LFA will provide the final details once they are available.

IV. Financial Report: Donovan McKinney
The 2024-2025 budget needs approval.
Three residents have outstanding balances for the annual dues.
ACTION ITEM: Treasurer McKinney will contact the three residents.
ACTION ITEM: Board will review budget and provide final numbers to Treasurer McKinney.

V. Committee Reports

A. Lake Committee: Trustee Paul Gelfer

  1. Water Testing: Aqua Doc has collected water for testing. Test results were not available for this meeting

  2. Treatment: The lake will be treated 2 times/month with Copper Sulfate. The Copper Sulfate deters algae growth.

  3. Fountains: The mid-fountain on the lake was damaged by a fishing line and will need replacing. Trustee Gelfer acquired estimates from Aqua Doc for a new fountain. Aqua Doc provided two estimates, one costing $7499.83 and one costing $6788.13. The fountain purchase will need to be considered in the 2025/2026 budget. A resident asked a question regarding the electric to the fountains. ACTION ITEM: Trustee Paul Gelfer will contact Electric Connection to discuss wiring the west side of the lake.

  4. Bridges and Docks: The work on the bridges and the docks is complete. Dock 12 was removed. Building 4 the Kingdom provided a quote for replacing the dock. The quote was for $1200.00

B. Social Committee: Trustee Barbara Kocab
The committee will schedule the Annual Picnic for July.
ACTION ITEM: Barbara Kocab will contact LFA to reserve the gazebo.

C. Welcome Committee: Trustee Sandra Trask Tyler
No new residents in LVA

D. Landscape Committee: Trustee Deb Rudy

1. Lake Plants: Ten potted plants have been placed at the lake’s edge. They are test plants to find out if they can help mitigate the phosphorous in the lake. Trustee Deb Rudy has contacted Dr. Bragg to revisit the information about lake plantings.

2. Tow path weed control: WinnScapes has sprayed the tow path for weeds. The weeds seem to be heavy in the area at the sports court.

3. Annual Clean-up Day: 20 resident volunteers attended the Clean-up Day. There was a lot of muck dredged out of the north end of the lake. The north hill was cleaned of leaves and sweet gums and the forsythia was trimmed. Weeds were pulled on the causeway. Thanks to the following residents for helping: Linda Bluvstein, Frank Kocab, Carol Miller, Bob Stainbrook, Adam Howlett, Missi Howlett, Gwen Howlett, Quinten Howlett, Carla Novak, Chris Welch, and Bob Place

E. Resident Questions:

  1. A resident raised concerns about the Copper Sulfate treatment and its effect on other lake flora. Copper Sulfate only kills algae.

  2. 2. There was concern about defoliation on the north creek shore. LVA did not spray that area and does not know how the defoliation happened.

  3. 3. Concern about LVA’s responsibility for people fishing on the lake. The lake is only for LVA residents. As long as we post signs stating the purpose of the lake, we are doing our part to maintain LVA’s responsibility for enforcing the lake rules.

  4. A resident inquired about needing life rings around the lake. Trustee Deb Rudy affirmed that LVA is planning to purchase and place life rings around the lake.

  5. A resident informed the board that the westside lights are on more than they should be. LVA will investigate. ACTION ITEM: Trustee Paul Gelfer will contact The Electric Connection to investigate if it is the photocells on the posts or an electrical issue.

VI. Adjournment of the open portion of the meeting was at 7:05 P.M.

VII. The Closed Portion of the Meeting

A. Status of Available Funds: Capital Funds Available $6839.33

B. Dock #9: there is a gap at the entrance of the dock.

ACTION ITEM: Trustees Harry Acosta and Phil Lee will look at the gap and plan a solution.

C. Amurs: Approved for this year’s budget. Need to schedule pick up.

D. Projects for 2024/2025

  1. Lamps Posts (Approved): Columbus Coated quoted approximately $3000.00 to replace and rewire four posts on the east side of the lake.

  2. Life Rings: Trustee Deb Rudy researched life rings. LVA would need 6 rings, Coast Guard approved, 19” in diameter, have 90’ of rope, and include hanging hooks. A resident has already purchased one life ring. ACTION ITEM: Trustee Harry Acosta will finalize information about where to purchase and how much the life rings will cost.

  3. Lake Signage: Determined the placement of signs. Signage will be at: North Bridge, Both A and B paths at Lakeside Dr., Schrock Rd., and by the tennis court. Joan McKinney of Aurora Exhibit provided a quote of $60.00/sign. Building 4 the Kingdom quoted building and installing the posts. The quote was for $225/post.

  4. Adirondak Chair: Discission about purchasing one more Adirondak chair. Trustee Sandra Trask Tyler found the chair on sale at Menard’s for $99.99 and with tax a total of $108.00. ACTION ITEM: Trustee Sandra Trask Tyler will purchase the Adirondak for the north end of the lake, for $99.99 plus tax. A MOTION was made by Trustee Paul Gelfer and SECONDED by Trustee Barbara Kocab to purchase the chair. The MOTION PASSED unanimously.

E. Discussion about how to accomplish the signage and life ring projects. The board decided to purchase 4 life rings this year and 5 signposts. The old signs will be used until next year. A MOTION was made by Trustee harry Acosta and SECONDED by Trustee Phil Lee to approve the life rings (estimated cost $500.00) and the signposts (estimated cost $1250.00). THE MOTION PASSED by a unanimous vote.

VIII. Approval of the Budget:

A. Operating Budget: A MOTION was made by Trustee Barbara Kocab and SECONDED by Trustee Paul Gelfer to accept the 2024-2025 Operating Budget. The MOTION PASSED unanimously. Addition to the Capital Budget; $109.00 approved for Adirondak Chair

  5. Board Members Reports:

    • Financial Report - Treasurer Donovan McKinney - Q & A (1 hour)

    • Expenditures for this year - Larry O'Malley has distributed the two loads of riprap to complete the rock additions to the east  and north sides. However, we need to decide about completing the project this fall on the west side of the lake. We need one more load of rock to complete the riprap project. The quotes from Larry O'Malley will be presented. $2400 for one load of riprap and $1850 for 22 tons of tow path pea gravel. Kathy Ressa will be researching other landscape companies to consider for hiring a company just for tow path weeding. We need to decide at this meeting which ones we want to complete this fall. We need volunteers to monitor these stone-addition projects.

    • Aqua Doc Fountains and Lake Treatment - (20 minutes). Bob Stainbrook. Aqua Doc has treated all the weeds growing in the riprap rocks around the lake. We are considering hiring a new lake management company. We need to discuss our options. We need to decide at this meeting which company we wish to hire for 2020 since that company needs to remove the fountains early next month.

    • Grass cutting and weed control - (5 minutes). Grass is cut at the end of each week, April through October. The weed-whacking near the rocks is done every two weeks. The contractor for the lawn mowing will do the weeding this year, but we need to decide on a tow path weeding program for next year. We could approach Richard, a new lawn-mowing company, resident volunteers, etcetera. The weed spraying has been completed for this year.

    • Landscaping enhancement task-force report. (15 minutes) - Anna Lee. Consideration of a proposal to level and add flat rock to the grass side of the south and east bridges.

  6. Unfinished/Ongoing Business

    • Policy and Procedures Update Proposal/ Discussion on contracted work:

    • If warranted, a committee of volunteers can be formed to assess and bring a detailed report back to board in timely manner.

    • When possible, a contract should be drafted by us to present to a contractor with a guarantee
      that the work will be done according to contract specifications.

    • There should be an LVA Volunteers) supervisor during the work to make sure it is done right.

    • Notify homeowners of what/when work is being done nearby and any precautions residents
      should take. e.g. mark drains, carry flashlight, equipment on site, etc.

    • Whenever possible we would like to obtain several quotes to be competitive in pricing.

    • 10-year plan for anticipated capital reserve costs. Likely be postponed. Must complete in 2019

  1. Election of Trustees - There are 2 board positions for 3-years each that are open. One incumbent board member, Anna Lee (east side) is running unopposed to represent the west side and no additional nominations have been turned in so far. Mark Welch is running for the post vacated by Scott Evans. Returning members include (East) Donovan McKinney and Paul Gelfer (East) and Kathy Ressa and Bob Place (West). We want to honor Scott Evans who has recently left our board. He was President of the board for two years and served as a board member for 7 years. Scott helped with many projects with hands-on fixing of many things as well as helping to develop social get-togethers. He frequently and quickly did things that needed
    to be done.

  2. Treasurer's Report - Donovan McKinney - There are hard copies of the annual financial report available.
    Dues of $250 are due from each home or empty lot by April 8th at the annual meeting and will be considered late if not received by Donovan by May 1. There will be an extra $10 charge per month that the payment is late as determined on the first day of the month. A report will be presented at the meeting. Also, our treasurer arranged for all board members who wish to be able to have access through the computer to find the financial transactions of the LVA association on their computers. Thanks, Donovan!

  3. New Business
    Upcoming projects for 2018 in order of importance or immediacy currently include (1) hiring out weed control on the existing tow path and causeway, (2) bridge painting/upkeep (particularly south bridge), (3) phase 2 of rip-rap build up going north toward tennis court from the end of last year's additions, (4) painting/upkeep of docks (?). We will also consider and prioritize other options you suggest. In spite of the increased dues of $250 this year, we are going to be tight on money this year, and we will get as far as we can on these projects with the money we have ($20,000 in new dues plus digging into Capital Reserve funds).

  4. President's Annual Report on 2017/18 Activities and Achievements - by Bob Place, President of LVA for 2017-18

    • Revising Rules and Regulations plus Organization of Lakeside Village. Much of last year and some of this year were spent discussing and modifying as needed the board's rules and organizing documents which had not been reviewed since 2008. We had input from the community at an open meeting last year, and we know that this task will need to be repeated every few years. Kathy Ressa was very helpful in keeping us up to date with latest versions as we worked through many long meetings. Thank you, Kathy. We have recently sent an email packet to you and to every other home owner. It includes electronic copies of the Board's Rules and Regulations, Organization and Responsibilities of LVA Board Members plus website instructions on how to access on the Lakeside Forest website the three Warranty Deeds plus the Bylaws (previously called the Code of Regulations) and Articles of Incorporation. The packets should be maintained up-to-date by each household and kept in electronic or hard copy sites that you can easily access if you have a question or if you plan to sell your home. This packet needs to be updated by owners when new copies of rules and organization are periodically distributed to all members from the LVA Board. When a house is sold, the information in the packet needs to be made available to the realtor who must show all potential home buyers in writing how to access them.

    • Legal Advice. We have continued to hire Kaman and Cusimano as our legal consulting firm. They represent 100s of Home Owners Associations in Ohio. The LVA board has become increasingly attentive at attending the spring and fall information meetings presented by Kaman and Cusimano. The topic this spring will be "Drafting, Adopting and Enforcing Board Rules", and each board member is planning to attend a session. Beyond the basic membership fee, this year K&C examined foreclosure claims on homes that went through receivership as well as advise us on the wording of our new "dangerous dog" appendix to our LVA board rules which you have recently received by email.

    • Rip-Rap and Cattails: Last fall $4000 of rip-rap rock was added to the southeast portion of the lake by Larry O'Malley. Paul Gelfer has spearheaded this project plus he organized and installed the new mulch around the decorative grass next to Schrock Road. Thank you, Paul. Aqua Doc (AD) personnel sprayed the cattails all around the lake to eliminate them from our shore line. If they partially reappear, AD has said they will come back and spray them again for free. Bob Stainbrook was the primary liaison with AD during this project which is hopefully done.

    • Lake Treatment and Fountains: Aqua Doc (AD) has been contacted regularly by Bob Stainbrook whenever we have any concerns about the lake or gazebo lagoon water quality or appearance. Since 2010 AD has been treating the lake, starting each year in late March or early April to avoid a seasonal build-up of algae. The lake and lagoons have looked quite good since 2010. We hire AD to manage our fountains ($675 for 3 lake fountains) along with lake treatment ($2775). AD manages 800 lakes in Ohio. The AD crew monitors the fountains as they treat the lake about every two weeks from mid-April to mid-October. Having AD manage the fountains has definitely greatly lengthened the lifetime of the fountains since we have not had to replace any fountains ($2500 each) since the beginning of 2010. However, we are replacing some parts on one of the motors this year and hope to explore adding a surface aerator and another lake fountain during the next few years. We use to replace fountains every 2-3 years when we managed them ourselves. The fountains are set to start a 7:00 am and turn off a little after sunset, except for the center lighted fountain which turns off about 11 pm. Thank you, Bob, for your many AD contacts.

    • Causeway: There are no significant leaks in the causeway (between the lagoon and the lake) now, and many of the additional spraying/pulling of weeds. Thank you, Dave.Tow path and Grass Maintenance. We hired Miller Landscaping to mow our common-area lawns on a weekly basis starting August, 2017. They also weed whacked up to the riprap rocks. Mark Welch has been negotiator with them, and he and Bob Place sprayed the paths last summer for weed control. Carol Miller went around the lake last year to pick up the goose droppings and plans to do it again this year. Thank you, Mark, Carol and Bob. If you are walking around the lake and see any litter or dead animals or birds, please pick them up and discard with your personal trash. Protect hands with gloves or a plastic bag. We are very grateful for everyone's continued help in doing these things. We have hired Miller Landscaping for grass cutting, weed whacking (up to the edge of the rocks) and weed spraying all summer this year.

  2. Treasurer's Report: We are required by the state to have only 10% of our annual budget of $18,000 in reserve (51,800).
    Also, we need to have $6,000 from new monies each year to hold for longer term sporadic expenses like fountain replacement, rip rap repair, tree removal. IF the money is not spent on this type of item, then we need to put it into the Capital Expenditures fund.

  3. Annual meeting: I will make an annual report and send to you for examination beforehand. We currently have two people wanting to be on the board (Donavon McKinney and Anna Lake), and both are from Lakeside Forest. It was a board action to establish equal numbers of board members from both sides of the lake, but we need to discuss this item …

  4. Kaman and Cusimano Discussion Of Submitted Documents
    We have sent the request to Jeff Kaman that the passed amendments be filed. He responded that we had not properly cross referenced the Bylaws that I had filed so we voted by email that we request K&C to immediately refile the bylaws with appropriate support references for about $500. We will each received a copy of the Bylaws that will soon be submitted. I have notified K&C, and they have started working on the Bylaw-filing documents. They also said that we need to file the original Bylaws (Code of Regulations) not a retyped copy.

    There is another K&C event available only to Board Members. The topic is "Amending Governing Documents to Prevent Litigation". This appropriate to us with the two amendments and the Bylaws. I STRONGLY urge you to attend on of these 4 duplicate sessions. Call 614-882-3100 to register and let me know as well. If you fail to register, you can walk on at the last minute.

  6. Docks and Light Posts: The docks and bridge work has now been completed. Scott Evans has arranged for 5 top light fixtures to be constructed by Jason this spring. They have been built and are now at Scott's home waiting for Jason to install.

  7. Mowing lawns and weed whacking near rocks and in rocks. The mowing and weed whacking is done, but we are still having a problem getting Landscape By The Yard to bill us. Action to approve 2016 contract which includes $37.50 for mowing east side common area next to lake, $55.75 to mow west side of lake and next to maintenance building every other week, $60 to mow next to Mortingers and behind Titus/Bluvstein every 2 weeks, $80 to weed trim all the way around lake once every two months, $30 to weed trim along stones just between 2 lagoons.

  8. Discuss landscaping options for the year 2016.

  9. Geese: There are currently 7 geese around the lake. They are a mess, and we do not yet know how many nests they will make, but we have a permit to destroy nests. Anybody seen any foxes recently?

  10. Spring Work Day: Format? Potluck after work is completed? Work in afternoon? How about April 30 instead of April
    23? Also other projects that we need to do this summer?

YEAR REVIEW: Our president, Bob Place, will review the activities and issues of 2016 and you'll receive a full financial report and copy of our 2016 budget, expenses and current status by our treasurer, Donovan McKinney. There will also be a time to give your input as we discuss what's in the planning for 2017.

ANNUAL DUES: Our Annual Fee is due April 1st of each year and this year it will remain the same at $225. The fee is due from all community residents including those who are also members of LFA.

Rules and Guidelines For Residents

  1. The lake is for the exclusive use of Lakeside Village Association (LSVA) residents. Residents are asked to accompany guests during walking, fishing, ice-skating, partying and any other lake-centered activities.

  2. Fishing is permitted, but all guests must be accompanied by a resident. Please practice "catch and release" to ensure the continued stock of fish. Also, the level of contamination in fish from run-off is unknown.

  3. The boats on the docks are the personal property of the individual owners and are for their exclusive use.
    Boats should be kept in the water and not on the shoreline approximately April 1 to November 1. In cold months, residents of Lakeside Forest must store their boats out of sight, and west side residents must store boats inconspicuously (garage or covered along the side of houses that does not face the lake).

  4. The docks are the property of Lakeside Village Association and are available to homeowners upon written request to the Association and a one-time payment of $50. Only two boats may be assigned to each dock.
    Docks are available on a first-come, first-served basis. The LSVA board must be petitioned to construct a new dock (to match current docks), and docks cannot be sited closer than every other lakeside lot. The builder is exempted from the $S0 fee. The right to dock a boat is not transferable to other residents.

  5. Motorized boats and boats over 14 feet long are not permitted on the lake except for doing work to maintain the lake. Lakeside Forest Association owns the orange canoes, and they are only for the use of LSFA. There is a limit of two persons per canoe. Residents and their guests are permitted to use canoes or paddleboats at their own risk and must have personal flotation devices in the boat.

  6. No swimming is allowed in the lake. Ice-skating is permitted at your own risk when the ice is a minimum of four inches thick.

  7. Cats and dogs are welcome but they must be constrained at all times. Walkers must pick up their pet's droppings immediately. Owners must control noisy pets and are responsible for any damage by pets.

  8. The towpath is intended for walking. The benches around the lake are intended for common use and for relaxing and enjoying our beautiful lake. No bicycles, motorcycles or skates please. If you see litter anywhere around the lake, please pick it up and discard it with your own trash.

  9. Residents on the west side of the lake are responsible for maintaining and mowing the common area between the towpath and the lake. Removal of any trees or plantings in the common area must be approved by the LSVA board. When mowing, please aim the cut grass away from the lake to avoid building up organic matter in the lake. Do not discard any sticks, leaves or other organic matter in the lake.

  10. Residents are encouraged to maintain their yards and their residence as described in the Warranty Deed (Volume 3464, Page 64, Articles 3-6 for west side residents) so that the properties are always an asset to the community. Any outside remodeling by west side residents must be approved by the LSVA board. Any outside remodeling by Lakeside Forest residents must be approved by the LS board. (Outside construction must be of wood except for gutters and downspouts. For west side residents only, painting and staining must be in Earth tones (brown, tan, gray, green, and not white) and does not need prior approval by the LSVA board.)

  11. Membership on the LSVA board is 4 people from Lakeside Forest and 4 people from the west side of the lake. Terms are 2 years and board members may run for reelection. The annual April meeting elects board members. Officers are elected by each new board following the annual meeting. Dues are set by the board to meet the expenses of maintaining and improving the quality and appearance of the lake environment. Late dues are subject to a Sl0 a month penalty starting Say l, and iens will be filed against the property owned by residents if dues are not paid by October 31 of that same year.

  12. No campers, boats or commercial vehicles are to be left outside for any extended period of time.

  13. There will be no overnight parking on Lakeside Drive. When parties or other gatherings result in numerous cars, guests should park on Schrock Road or Allview Drive. Speed limit on Lakeside Drive is 10 mph.

  14. No clotheslines or open compost piles are allowed if visible from the towpath or the front yard. Please, no exterior antennas of any kind. Mail boxes should be of wood construction and in Earth tone colors.

  15. No loud parties, mowing lawns or other noisy activities are allowed between 11:00 p.m. and 8:00 a.m..

  16. Owners are asked to acquaint their guests and renters with all the above guidelines.

  17. Realtors who list homes in LSVA will be given this sheet of rules to give to any prospective buyer looking at the house.
    (Use of the Lake and facilities is only available to members who are current with their payment of dues to LSVA (and LSFA for Forest residents.)
