Lakeside Village Association Closed Board Meeting

I. Quorum Established

II. Call To Order
A closed meeting of the Lakeside Village Association was held at Aurora Exhibit Solutions, 929 Eastwind Dr. Trustees in attendance: Paul Gelfer, Philip Lee, Deb Rudy, Sandra Trask-Tyler and Trustee Emeritus Bob Place, Treasurer Donovan McKinley. Trustees absent: Harry Acosta and Barbara Kocab.

Meeting called to order at 6:29 P.M.

III. Minutes Approval – June 10

A. Minutes will be approved at the next board meeting. ACTION ITEM: Secretary Barbara Kocab will make changes to Jun 10,,2024 meeting minutes and they will be approved at the next board meeting

IV: Financial Report – Treasurer Donovan McKinney

A. One residence has not paid the annual dues. Donovan McKinney has made contact with the resident at 358 Allview Road regarding the outstanding balance.

B. Treasurer Donovan McKinney reviewed the operating and capital budgets and discussed line items. Will update categories to reflect purchases and the addition/modification for a landscaping line item.

  1. Trustee Deb Rudy asked about billing for weeding. It didn’t look like path A or the north path had been sprayed until the end of last week with Deb’s observation. There was no mowing the week of June 21, 2024.
    ACTION ITEM: Trustee Deb Rudy will be meeting on June 27 with Winnscapes to go over the areas to be sprayed for weeds and provide a new spray map.

  2. Discussion regarding a cost adjustment to the Aqua Doc contract for fountain maintenance since we only have 3 fountains now. ACTION ITEM: Trustee Deb Rudy will contact Aqua Doc regarding a bill adjustment for the decrease in fountains to be cleaned and stored.

V. Issues and Reports on Old Business

A. Committees

1. Lake  

a. Electric Connection – On 6-17-24, the board members approved with 100% approval by email the cost to replace the broken main light sensor on the west side.A MOTION was made by Trustee Deb Rudy to ratify this decision to approve the cost to replace the main light sensor into the meeting minutes and the MOTION WAS SECONDED by Trustee Phil Lee. The MOTION PASSED unanimously by all trustees present. A MOTION was made by Trustee Deb Rudy to pay the final bill of $199.00 to Electric Connection for main light sensor replacement. MOTION WAS SECONDED by Trustee Phil Lee. The MOTION PASSED unanimously by all trustees present. Discussion regarding west side light bulbs and sensors.  It was reported the lights out on the west side were replaced. Trustee Paul Gelfer bought 24 dimmable LED light bulbs for future replacement. Should individual sensors be placed on each of the 10 west side light bulbs or up to where the middle aerator is connected to the post? ACTION ITEM: Trustee Phil Lee will call Assad from the Electric Connection and inquire about the best ways to place new sensors on west side posts.

b. Lake Testing – Trustee Deb Rudy has requested lake testing results from Aqua Doc and is waiting for them to be provided.

c. 4 The Kingdom – On 4-25-24, the board approved by email with 100% approval to increase the cost of bridge repairs from $650 to $700 due to unexpected wood rot found on the north bridge. A MOTION was made by Trustee Phil Lee to ratify this decision to approve the cost increase for bridge repairs to $700 into the meeting minutes and the MOTION WAS SECONDED by Trustee Deb Rudy. The MOTION PASSED unanimously by all trustees present.

d. ACTION ITEM: Trustee Deb Rudy will contact LFA again to ask if they are treating the lagoon with copper sulfate as they had not signed the Aqua Doc contract when asked before.

2. Landscape

a. Eugene Braig - Trustee Sandra Trask-Tyler shared notes that were taken with the landscape committee lake walk with Eugene Braig. The notes will be attached to the meeting minutes and available on the LVA website.

b. The committee has trimmed dead tree branches off the pine tree on causeway, cleaned out the spillway and cut back some of the tall grass along the causeway path.

c. The committee will continue to work on beautifying the lake and the lake area and invite other neighbors to help. ACTION ITEM: Trustee Deb Rudy will ask Winnscapes if they would consider hand dredging the north end of the lake and if so, provide an estimate. ACTION ITEM: Trustee Paul Gelfer will look into the possibility of someone/company dredging the north end of the lake.

d. Amurs – The purchase of 20 amurs was put on hold due to the weather heat advisory and need for consultation with Aqua Doc regarding the copper sulfate lake treatments. Aqua Doc said if copper sulfate was applied by the label directions it is safe for the amurs. ACTION ITEM: Trustee Sandra Trask-Tyler will contact Freshwater Farms and coordinate the purchase and transport of the amurs.

e. Tree at North Towpath – The dying willow tree on the Cherrington property along the northeast end of the tow path has dropped branches and branch debris has landed on and to the east side of the tow path.  The owner of this property received a letter from LVA in April 2023 expressing concern about this tree. ACTION ITEM: Trustee Deb Rudy will talk to Kaman and Cusimano about the tree concern.

f. Causeway Bridge- There are bare spots left by the removal of the bushes on both sides of the east end of the causeway bridge. ACTION ITEM: Trustee Sandra Trask-Tyler will work with landscape committee member Deb Rudy to pull some of the extra river rock from the spillway to cover the bare spots.

B. Lamp Posts on East Side\ —
-Trustee Paul Gelfer emailed Maintenance from LFA about assisting with replacing the sensors on the lamps post lights that aren’t working There are now 5 light sensors that are not working (Lamp posts 1,2,3,5,6). ACTION ITEM: Trustee Phil Lee will look at the no- working light sensors - There are 4 lamp posts that need to be totally replaced. ACTION ITEM: Trustee Deb Rudy will contact Columbus Coated to determine when the project can start and if estimate from last winter is still viable. Will also coordinate with LFA who is having same type of work done by same contractor.

C. LFA Drainage Issue- Report from Trustee Deb Rudy: Rocky Reuter, LFA President, said they are still working on getting a 3rd bid so there isn’t a time frame yet. Rocky also noted the LFA will fix any issues with LVA property if they should occur.

D. Siding on 382 Allview Road- A wood composite sample was shown to board members. A MOTION was made by Trustee Phil Lee to approve the wood composite to be used on 382 Allview Rd, MOTION WAS SECONDED by Trustee Paul Gelfer. The MOTION PASSED unanimously by all trustees present.

E. Life Rings – Trustee Harry Acosta ordered 4 life rings with rope attachments and ring holders for the lake.  Estimated date of arrival of the life rings is between July 2nd – August 11th, 2024.

F. Corporate Transparency Act Compliance – online seminar this week for board members, Thursday 6-27 at 3:00pm

G. Temporary No Trespassing sign – ACTION ITEM: Trustee Deb Rudy will ask LFA President Rocky Reuter where to put the sign on LFA property.

H. Storage of LVA records – Discuss of where the LVA records be stored? LFA Hard drive?  Wild Apricot? Thumb drive? Trustee Harry Acosta is coordinating getting the LVA records scanned. ACTION ITEM: Trustee Deb Rudy will talk with Trustee Harry Acosta about storage.

VI. New Business

A. Community Letter – Trustee Deb Rudy has written a draft of a community letter and would like help in finalizing it. ACTION ITEM: Trustees Barbara Kocab and Sandra Trask-Tyler will assist with finalizing the community letter.

B. Docks – Docks # 5 and #13 have chicken wire or cords around the dock to discourage geese. Geese are not currently on the lake and the board would like the docks accessible to residents. Trustee Phil Lee noted there had been resident discussion of whether dock     number 12 would be replaced (as it had been removed due to safety reasons). The board agreed there had always been plans to replace the dock, but the time of replacement is unknown due to needing a contractor and a cost estimate to rebuild it.ACTION ITEM: Trustee Phil Lee with talk to resident regarding dock #5 and Trustee Deb Rudy will talk to resident regarding dock #13 about clearing the dock

C. LVA Picnic – LVA Picnic is July 27, 2024.
ACTION ITEM: Trustee Barbara Kocab will send out an LVA Picnic Invitation to all residents.

D. Tree Trim at 394 Allview Road- Tree trimming of a locust tree on LVA property was completed by resident without contacting board first. Some branches were in proximity to their deck.

VII. Adjournment
A MOTION was made to adjourn the meeting by Trustee Phil Lee and the MOTION WAS SECONDED by Trustee Paul Gelfer. The MOTION PASSED unanimously by all trustees present.
