Lakeside Village Association Annual Meeting Agenda
I . Quorum Established
II. Call To Order at 6:06 P.M.
Trustees in Attendance: Harry Acosta, Paul Gelfer, Barbara Kocab, Phil Lee, Deb Rudy Sandra Trask Tyler, Trustee Emeritus Bob Place, and Treasurer Donovan McKinney.
III. Financial Report: Donovan McKinney
The new property tax bill for LVA is $357.26. Two residents have outstanding balances for the annual dues. Treasurer McKinney has contacted both by e-mail and phone. ACTION ITEM: Treasurer McKinney will deliver notes to each resident to pursue payment and late fees.
IV. Minutes
A MOTION was made by Trustee Harry Acosta and SECONDED by Trustee Phil Lee to approve the May 13, 2024, Minutes with a minor change. THE MOTION PASSED unanimously. ACTION ITEM: Trustee Barbara Kocab will resend final version of the minutes with the approved changes.
V. Issues and Reposts on Old Business
A. LFA Drainage
Concerns were expressed about the LFA drainage pipe project. The issue is the abandoned drainage pipe to the lake. When the old pipe is abandoned could it collapse or cause any other problem in the south lake area. ACTION ITEM: President Deb Rudy will discuss the issue with LFA President Rocky Reuter. The LVA Board will give final approval following resolution of abandoned pipe.
B. 382 Allview Exterior Paint Color
The proposed paint color for 382 Allview was approved at the May 13 board meeting.
C. 383 Hickory Tree Planting:
The resident approached LVA about planting a tree on their property. It is an LFA issue not LVA.
D. Lake Life Rings:
Trustee Harry Acosta researched life rings comparing a 20” ring and a 23” ring. Discussion concluded that the 20” USCG Approved Ring Buoy ($83.83) and 50ft. rope heaving line and hanging hook ($20.99) will work best for the lake. A MOTION was made by Trustee Barbara Kocab and SECONDED by Trustee Harry Acosta to approve the purchase of four (4) sets of ring buoys, ropes, and hooks. The MOTION PASSED unanimously.
E. Fishing on the Lake and Wrist Bands:
Discussion concerning the number of people fishing on the lake who may be or may not be residents. LVA wants to encourage residents to approach people fishing on the lake and ask them to leave if they are not residents. Ideas to deter non-residents from fishing on the lake include providing wristbands to LVA Members to wear while fishing or post signs that warn of a fine for trespassing and fishing. LVA will revisit at a later meeting.
F. Amurs:
Water testing shows that the water is good for adding Amurs. The fish will be 10”-16” long transported in boxes. Trustees Sandra Trask Tyler and Phil Lee will pick up the fish in Urbana and place them in the lake. The fish need to be placed in two different parts of the lake. LVA Will be purchasing 10 fish and Rocky and Judy Reuter will be gifting 10 fish. ACTION ITEM: President Deb Rudy will contact the fishery to get the total price for the 20 fish. ACTION ITEM: Trustees Sandra Trask Tyler and Phil Lee will pick up the fish and deliver them to the lake.
G. Lake Signage:
Discussion about placing temporary “No Trespassing” and “No Fishing” signs at the LFA tennis court. ACTION ITEM: President Deb Rudy will purchase temporary signs. For replacement signage an estimate for new signposts cost is $225.00/sign. Sign replacement would cost $60-$100 per sign. Schrock Road sign needs to be cleaned.
H. Committee Reports
Landscape Committee: Members of the Landscape Committee are Linda Bluvestein, Anna Lee, Carol Miller, Deb Rudy, and Sandra Trask Tyler.
The committee purchased an Adirondak chair and pea gravel for the north end of the lake. Hostas have been planted in the triangle garden at the south end of the lake. The committee cleared the spillway of plant growth and will continue to monitor the spillway. Carol Miller cleans up sticks around the lake each week.
The committee is monitoring the lake plants planted by the committee. Carol Miller is researching water plants that would be appropriate for our lake.
Water Primrose is growing abundantly in the lake. The committee is thinning the growth when needed.
President Deb Rudy has contacted Dr. Bragg to inquire about the proper plants for our lake.
Turtles are in the lake. Resident Dennis Lahman has offered to build a “Turtle Raft” to place in the lake. The goal is to keep the turtles from camping on the fountains.
WinnScapes has mowed each week. The towpath was sprayed for weeds on May 7.. Weeds persist and we don’t know if WinnScapes sprayed the paths off the towpath.
ACTION ITEM: President Deb Rudy will contact WinnScapes to clarify what they have sprayed.

The LVA Annual picnic is scheduled for Saturday, July 27 at 6:00pm. The rain date is Sunday, July 28, at 6:00pm. The picnic will be held at the LFA gazebo/pool.
4. Lake Committee:
A. Fountains:
Middle lake fountain is broken. It cannot be repaired and needs replacing. Aqua Doc gave an estimate for fountain replacement. The fountain replacement would be for a more efficient fountain, easier to service, only needing 240 volts, is able to be wired to the electric box, and carries a 5-year warranty. Total cost: $7493.00 Question: Can LVA put a down payment on the fountain to hold it at the 2024 price but not purchase it until 2025.
North fountain cleaned and running.
B. Lake Muck:
The muck level needs to be measured. The measurement will determine if we need to purchase muck pellets sooner than later.
C. Subsurface Aerators:
Treasurer Donovan McKinney asked if they are working. If they are will LVA be purchasing an aerator for the south lagoon.
D. Lake Electricity/Boxes
The north electric box needs a new EPD. Discussion about the wiring on the westside lamp posts, series vs. parallel circuits, since some are on continuously. Estimate from The Electric Connection for $694.00 to repair westside lights. ACTION ITEM: Trustee Phil Lee will discuss and clarify the proposed wiring with Asad at The Electric Connection.
Concerning light sensors, The Electric Connection says it is more efficient to run sensors on each post so that the power runs continuously to the subsurface aerators and the lights are illuminated by sensors.
Discussion about eastside light sensors.
Past Eastside light post discussion
June 2023- east side light posts needed repair were identified.
July 2023- $500.00 approved by the board for materials to repair the eastside
light posts.
September 2023- The Board approved purchasing light sensors from Joe
Cousins.
October 2023- Light sensor installation postponed until new post in place.
December 2023: President Deb Rudy got estimate for replacing light posts. Total

ACTION ITEM: Trustee Paul Gelfer will contact Joe Cousins about light sensors
5. The Budget:
Treasurer Donovan McKinney wanted to know what expenditures were approved.
A. Capital Budget
Lamp post repair by Columbus Coated $2892.15
Life Rings-$548.00
Adirondacks-$108.00
The board reviewed line-by-line to make corrections to the budget so that it can be updated.
6. Digital LVA Records
President Deb Rudy asked Trustee Harry Acosta to digitize the LVA Records.
ACTION ITEM: Trustee Barbara Kocab will look through the LVA File box to see what records are available. ACTION ITEM: Trustee Harry Acosta will contact Terri Cowans to find out where LFA stores
their digital records.
VI. Adjournment:
